Quilting with Noah's Ark fabric panels is an excellent idea. I admire pieced quilts but they take much longer to complete and are definitely not for beginners unless you are accomplished in other sewing crafts and even then piecing a quilt can be more challenging than making clothes.
In my experience, fabric panels are not only a very attractive alternative to appliqued patchwork or pieced baby quilts, they are often softer and more comfortable as they have fewer seams and stitching that tend to make a quilt stiffer.
